There's no mistake in the wiki. Instead, the problem is in your relayd.conf.
You're forwarding to port 31337 instead of port 1338 like we recommended in the
wiki. That's why you had to enable web listeners everywhere.

Normally you want to forward to port 1338.

So basically, you made some changes that are different from the wiki with
relayd, so you had to also change the setup elsewhere in znc.conf. It works but
it wasn't the original setup described in the wiki.

An alternative setup is probably OK but you need to understand what changes you
made that differ from the wiki. There's no mistake in the wiki, you just didn't
follow it and did it a different way.
