I think that it would be difficult to enforce age verification for free
software. People will distribute modified copies, and you could compile
modified source code yourself.

What do you have in mind by 'age verification'? If it simply asks for your
age, you could give the UNIX epoch or some other date that is not your
birthday. I think that the California bill does not have anything to ensure
accuracy in the reported age.
